How Rain Came to Be

If today is very hot, tomorrow it will rain because the hot sun goes down to the ground and rain comes down and then over and over and over and over and over and over and over.
I have one question. I don't know why the countries like Mexico or other countries don't have much water. Why doesn’t the rain go up and then come down, like in Brazil [Sertao]?
